Round (v): to make round, to convert into something round
Round (n): A low-precision number

So why exactly can't you round down?  Also, you're not really doing truncation,
since the binary form of the decimals might look quite different.  Creating a
round decimal in binary is not a matter of truncation, it's a little more
complex.
