Thanks for the help!  The file numbering is just to ensure the order that the 
files are read in.  higher-numbered files will be read in after lower numbered 
files, and will override anything in the lower files.  So that way english can 
be the default, but local languages can override part or all of the files if 
they so wish.

For translation purposes, the stuff that really wants to be translated is not 
the rules themselves, but rather the descriptions of the rules (which are in the 
30_text_xx.cf files).  You can also create 25_(body|head|uri)_xx.cf files as 
well, but in there you should just put rules applicable to local spam.  So in 
30_text_sv.cf you'd have things like

lang sv describe PLING_PLING    soobject hes luts ooff ixclemeshun merks

(sorry, had to have a legitimate reason to finally use the online swedish chef 
borkifyiers)

But in 25_head_sv.cf you'd have things like

lang sv header HERRING_PROMISE    Subject ~= /free herring/i

Or whatever Swedish spam might contain.  It's a little confusing because the 
english rules files don't separate the rules from their descriptions.  I guess 
partly because it's only more recently that locales have started having their 
own rules as opposed to just translating the descriptions.  Maybe one day if I'm 
bored I'll break up the 20_*.cf files into rules and descriptions; though on the 
other hand it's nice keeping those together so it makes it easier to read the 
regexes...

Once you've got the files slapped together, you can mail them to me, or better 
would be to attach them to a new ticket on http://bugzilla.spamassassin.org/ and 
then I'll add them to the distribution.
