Well, you're right about if you're compiling itself. Sendmail 8.1[01].x
has milter available, but you have to specifically compile it in yourself.
However, he's talking about RedHat's Sendmail ... Their RPM for RH 7.2
(8.11.6-3, which he's implied that he's using) has milter and the TLS
(SMTP authentication/encryption) built-in.
