MIMEDefang expects /etc/mail/spamassassin.cf to contain local site 
configuration, but SA 2+ expects configuration in 
/etc/mail/spamassassin/[local|migrated].cf.  The easiest thing is to 
make a symbolic link from /etc/mail/spamassassin/local.cf to 
/etc/mail/spamassassin.cf for MIMEDefang's benefit.

You can then put all your site-wide SA configuration into 
/etc/mail/spamassassin/local.cf, including whitelist information.
