Using your test messages I found that if I set skip_rbl_checks 1 in the 
user_prefs it disables the rbl checks but leaves the razor checks intact.
Now I'm curious if there is a skip_razor_checks flag so that you can 
turn off razor checks but leave rbl on. Anyone know?
