I'm in favour of making it more flexible, and I don't care about SQL.
File-based config is good enough for me, but I'd like to be able to
specify a particular user_prefs config file when I run spamassassin
and/or spamc.

I'm thinking of a system that receives mail for over a hundred mailing
lists, but only one or two "real" addresses.  I want to filter spam from
all those mailing lists; it would be nice to have the option of a
separate config file for each mailing list, so that list admins could
tweak the spam filtering on a per-list basis.  But with SA's current
bias towards per-user config files, I don't see an easy way to do this.
If I could specify the exact config file to use for checking any
particular piece of email, then SA doesn't need to get much more complex
-- I can put my config files wherever I please, and update them however
I like.
