This seems like an ideal use for the modular rule files in SA 2.x - someone
could create a file like 65_spamcop_reports.cf with the rules to compensate for
those, and such files could be included in a "contributed rules" or "optional
rules" in the distribution, or just published on a Web site somewhere.

Then again, if they all come from reports.spamcop.net, this seems like
something that would be better handled by whitelisting. I assume a single
whitelist check would take less time than a few regular expressions...
