It looks like it should be tripping the rule but it's not picking up on
it. At least just running the rule from a test perl script did catch it.
Unless I'm just missing something... The headers don't reveal it being
a hit.
I'm running from version=2.1 - haven't cvs'd in a week or so. This
morning I did cvs but got errors on the make test...
