You should first look at 2.01-1 rather than 1.5 before suggesting anything.
I think it would be best to implement spamassassin (spamd) through procmail, rather than within debbugs, since there's no point in wasting processing time even starting debbugs (assuming its not a daemon). I know dman was working on instructions for integrating spamassassin with exim, perhaps he would be helpful.
