The whole problem (for me anyways) is that newline characters in HTML
have no significance.

The easiest (probably) solution would be to convert "\n" to "<br>\n"
in the report for single-part text/html mails.  

I'm also cool with SA adding a "text/plain" part above the text/html
part just for the report.

(sounds like a new option to me :-))
