I bet you had 1.5 installed before you started using 2.0. I ran across
this same problem. Get rid of your /etc/mail/spamassassin/migrated.cf and
it should solve it.
In 1.5 I believe the test was check_for_missing_headers and the tests were
broken up into check_for_missing_to_header, etc.
