Hello, John. I don't remember much problems when we recently suffered a similar situation. As long as the two server versions are the same, copying the old files in the new directories is enough, provided you configure the new paths. How did you do this step? Was the old one a 2.1.0 version too? Can you look at the application server logs? At start up (or when the first user logs in, I don't remember), the path where the users.xml file is looked up is printed.
