Pull up following revision(s) (requested by mrg in ticket #1009):
external/gpl3/gcc/lib/libgcc/Makefile.inc: revision 1.37
pull -DHAVE_CC_TLS out of $(INTERNAL_CFLAGS) if it is there, and add
it to CPPFLAGS.
this fixes PR#53567 for me.
