Merge tzdata2012e from ftp://ftp.iana.org/tz/releases/tzdata2012e.tar.gz
Major changes from tzdata2012d to tzdata2012e:
* australasia (Pacific/Fakaofo): Tokelau is UTC+13, not UTC+14.

* Use a single version number for both code and data.
