Switch "xen" to gcc 10 too, otherwise xen kernel builds fail because they
"think" we have gcc-9 where we have gcc-10 in reality (since MACHINE=xen),
and we don't add ${GCC_NO_RETURN_LOCAL_ADDR} COPTS.in_pcb.c
