bsd.lib.mk: Don't pass -fPIC if MKPIC=no, even if LIBISPRIVATE=pic.
Saves the trouble of having to conditionalize LIBISPRIVATE=pic on
non-shlib platforms (i.e., sun2, and anyone else trying to build a
static-only NetBSD).
