external/mpl/bind libisc: Nix expsym for now.
Whether a thread-local symbol is named like `isc_tid_v' or
`__emutls_v.isc_tid_v' is machine-dependent, so we need to
conditionalize it somewhere. TBD.
PR lib/58838: shared libraries in base should all have expsym lists
