bsd.own.mk: Switch alpha and sh3 to binutils 2.42
No new regression for ATF, and some pkgsrc's successfully build.
Bootloaders also work fine, at least:
- alpha: bootxx_ffsv2, boot, netboot
- landisk: mbr, bootxx_ffsv2, boot
