Pull up following revision(s) (requested by tsutsui in ticket #578):
etc/etc.vax/MAKEDEV.conf: revision 1.20
Make sure to create wscons devices on the default "MAKEDEV all" target.
Necessary to make the X.org server work on the default installation.
