Pull up following revision(s) (requested by msaitoh in ticket #347):
sys/dev/mii/ciphy.c: revision 1.35
sys/dev/mii/rgephy.c: revision 1.56
sys/dev/mii/rgephy.c: revision 1.57
Make new rgephy_linkup() function and share it like FreeBSD.
No functional change intended.
- Indicate master mode if the negotiated result say so.
