Log Message:
Allow individual MDSETTARGETS/MDSET_SUFFIXES to define optional dependencies
between themselves.
Use that to make netbsd-RPI_INSTALL.img depend on netbsd-RPI_INSTALL.bin,
resolving the parallel build race.
