Log Message:
tr.1: add a "see also" xref to ctype(3) (to align with an inline
reference), improve punctuation, etc.

XXX lines 177-191 have been commented out since they were imported in
r. 1.2 back in 1993, they should probably be re-examined, and revised
or removed.
