use mktemp instead of $RANDOM for tmpdir

..$RANDOM won't work with our /bin/sh.

unsure if this script is used, but it is wrong.
might help the spurious build failures that occasionally
show up on autobuilds.

Are you planning to adjust all of the unused install-sh files around the 
tree to make them consistently less wrong?
