There was, however, a consensus on tech-x11, Cc'd to current-users, to move it to base. In September 2009. I don't know why nobody ever did. I'd say it's about time, although I could wish it had gotten done a month earlier. (Note that September 2009 was, though excessively long ago, well after the discussion in PR 40346.) -- David A.
