Add /etc/X11/xorg.conf.

This should be in xetc, shouldn't it?  Otherwise people will lose any 
local changes they do when they extract xserver.tgz.

(I see other platforms installing xorg.conf-something from xserver.tgz, 
but I presume those are to be treated as examples.)
