This commit seems to have broken the build. It's failing when building

I appreciate the work on locale, but it seems like it would be a good
idea to run a full build before making commits to locale support, as it
affects so many different things...
What's your host?
Probably it won't fail on -current hosts and it's too strict
to test builds on multiple platforms/OSes/versions
before any commits...
Failing for me on a 5.99.30 amd64...
