Oh, I see that the makesetfiles target in src/distrib/sets/Makefile
passes ${METALOG.unpriv} to maketars, whereas other uses of maketars
from the same Makefile use ${METALOG.sanitised.unpriv}. I'll test
whether changing that makes any difference.

I have committed a change to make "mtree -C" sort its output. I think
we can now remove sort incovations from shell scripts or make rules that
invoke mtree -C.
