On Twitter, where one can't target (yet), there is a bit of a concern that other followers might be get turned off by too much content in languages they don't understand. That's why always include an English summary when tweeting about translations of the Wikimedia Highlights (e.g. https://twitter.com/Wikimedia/status/491424663197978624 ), although in other cases Twitter's character limit might not always leave room for that.
