I haven't tested the 3.1.0 version for a while, but I have quickly
tried to reproduce your problem with the current development version in Git
The cmake configuration works for me.

I have PostgreSQL 9.2 installed on Windows 7 under
"c:\Program Files (x86)\PostgreSQL\9.2"
I use VS 2010 and CMake 2.8.9.

Chances are there is a bug in 3.1.0
Would you mind submitting a ticket for that at GitHub, so it won't be forgotten?
