There is only one version available for Apache SOAP 2.3.1. Where/how I can nightly built version?

The service you are talking to uses document/literal encoding.  It will
ignore the rpc/encoded parameters that you are sending.  To talk to such
a service, you need a nightly build of Apache SOAP.  That includes the
doclit sample that will show what to do.
