In addition to the Apache web server and Apache SOAP, you need a J2EE container, such as Tomcat. The container will include instructions on how it integrates with the Apache web server, then you use the instructions from Apache SOAP to install it in the container.
For Tomcat 4.0, instructions for using Tomcat with Apache web server are at http://jakarta.apache.org/tomcat/tomcat-4.0-doc/config/ajp.html (it also shows how to do Tomcat with IIS).
