If you followed the instructions at
http://mywebpages.comcast.net/scottnichol/apachesoapinstall.htm, WEB-INF would
contain both web.xml and a classes directory.  This is because
j:\soap-2_2\webapps\soap.war contains this directory structure, so it should be
created when un-jarring the file per the instructions.  You may have also made
changes to web.xml and server.xml that I have not.  Therefore, I am concerned
that I may be giving you bad advice because your environment is not the same as
mine.
