OK, the SOAPContext has a getBodyPart() method that
returns a MimeBodyPart. Do I just do a getContent()
on that to get the full XML string, parse the XML via
DOM/SAX and pick off the headers?

You can use the SOAPContext on the server side to
access the request object and from there get the
header entries. To do this, you must add SOAPContext
as the first parameter to the method you're invoking
through SOAP. See the documentation (I believe its the
interoperability section) to see how this works.
