yes, and it has been there since day one (of the core 16 series at
least).
the fix for handling the PATH in snap-confine is only in snapd 2.23
which has only just made it into xenial-proposed.
Indeed, we only discussed the last point: /usr/local/bin was in the snap
$PATH in the past, but there has been a regression (I guess due to the
move to snap-confine or a new core snap) where it's not anymore.
/usr/local/bin is not in the user's path, nor in the snap $PATH as it
used to be.
