DOWN nodes are very likely caused (rightly so, IMHO) by the
SlurmdTimeout in slurm.conf
The interval, in seconds, that the Slurm controller waits for slurmd to respond before configuring that node's state to DOWN.

The JobRequeue parameter controls job requeue.
