Agree with Ole.

Also, slurm is one of the packages. You need to install slurm-slurmctld, not just slurm. On the nodes install slurm-slurmd (slurm is a dependency for everything, so it will always get installed).

The only system that would have only the slurm package would be something like a submit/login node.
