I believe the 23.11 version of slurm will allow you to reserve specific cards as part of a Reservation.  That won't do preemption though as a reservation just takes the card and dedicates it to the user.  I don't know if a QoS could pull that off, I haven't experimented with it. A partition would be all or nothing for a node so that would not work.
