Thanks - so my guess is that you have Docker installed so it can run as root and it's overriding the cgroups that Slurm sets up.

This is a reason why Docker tends to get frowned upon at HPC sites and alternatives like Shifter, CharlieCloud and Singularity are used instead.

I believe Docker are working on a "rootless" mode that might get around this, no idea where that's at though.
