I'm afraid you don't really have an option there, if you want to use the slurmdbd limits then you're going to need to add the users to the database. You could script the addition/removal to avoid having to do it all by hand. Regarding the idea of a web portal - I think what is being suggested is not using AD but instead have your own LDAP server for the cluster which is populated via a web portal. If you are tied into using AD (which it sounds like you are) then that's not really an option for you.
