Ok, I'm glad I checked, although it seems weird - and it answers your
question Nicholas, although it doesn't explain the documentation being
wrong:

In the 17.02.4 RELEASE NOTES it states:

RPMBUILD CHANGES
================
 -- Removed separate slurm_blcr package. If Slurm is built with BLCR
support,
    the files will now be part of the main Slurm packages.
 -- Replace sjstat, seff and sjobexit RPM packages with a single "contribs"
    package.
 -- Prevent installation of both init scripts and systemd service files.
    Note that systemd services are not automatically enabled at this time,
    unlike the init scripts which were automatically enabled with chkconfig.

Which means we only need to find out about:

New:
slurm-openlava-17.02.4-1.el7.centos.x86_64.rpm
slurm-pam_slurm-17.02.4-1.el7.centos.x86_64.rpm

Gone:
slurm-slurmdb-direct.x86_64
