Could you tell me the location of the job_config file? Is it on the galaxy sever side? Do you have a sample I could take a look and compare it to ? or if you know a good link to any documents regarding it..it would be great.

Each runner should have a unique ID and spec for partition. It is very simple to setup but I do recommend including the --share flag as galaxy will submit a large number of jobs for specific tasks such as unzipping.
