[slurm-dev] NIS users

Hello,

I installed the slurm 16 roll on a Rocks cluster and set up NIS.  Surprisingly, 
slurm users were created for some, but not all of our NIS users.  About 250 
slurm users out of ~1400 NIS users were created with default account local.  
e.g.

# sacctmgr list users
      User   Def Acct  Def WCKey     Admin
---------- ---------- ---------- ---------
   nisuser      local    default      None

I’m not sure what mechanism is doing this and have not found any documentation.
