If I understand correctly, you wish to have a system capable of submitting jobs , like an interactive login / submission host. We do this currently, and all it requires is that slurm.conf be present and identical to rest of the cluster and the SLURM packages installed. The slurm daemons do not need to be running to support submissions. You will need the same configuration as slurmd and slurmctld hosts such as munge, but do not need to include the submission host in slurm.conf.
