For some reason, your Slurm was built to look for slurm.conf, it's configuration file, in the odd path

/opt/extlib/slurm/14.11.7/openmpi/1.8.1/gcc/4.9.0/etc/ -- in any case, it's not 
finding it there. Have you created your slurm.conf file yet?

This is the first time I try to use slurm. I have a debian-wheezy 64bit 
machine. I have installed slurm, first from the pre-built debian package, then, 
when that failed, from the source.

I get exactly the same error message when I run any slurm command in terminal: 
that slurm.conf does not exist.
