Terry, Don't necessarily be so quick to reject the idea of using the water supply to deliver the CS. It sounds like the water runs like a stream through the complex, from one cage or living area to the next. If this is so, then the water may be the source of the contamination, and cleaning it up will be very helpful. Silver in the parts per billion (ppb) range may be quite effective in water. Remembering how mixing CS in solids reduces the effectiveness of the CS, the idea of mixing it into the food may not be a very effective treatment modality, so the animals drinking a lower silver concentration may be treated better than eating it in a solid medium.
Water flowing through a tube or pipe, where the pipe is the ground potential and a silver wire suspended in the center of the pipe is at a positive potential would allow CS to be made continuously as long as water was flowing. The voltage could be cut off with a mechanical flow switch sensing the water flow, or a passive system might be made whereby the water drained out of the CS cell (pipe) when the water flow was cut off - no current flows since there is no water completing the circuit. The drinking water should already have relatively high conductivity and if the electrodes are close together it wouldn't necessarily take much voltage to get a high enough current flow. The "Cell" could be made as long as necessary. I'm not 100% sure of the safety of this in ideal terms, certainly it is not ideal to have a voltage connected to drinking water, but in practical terms I think it would be fine as long as the voltage was kept in a lower range and considering that the piping through which the water will be flowing would be grounded. You would need to ground it well, at the cell and also before it went into the animal area, and probably at a point before it gets to the CS Cell as well. Of course, I am speculating with very little information regarding the watering situation...
