It doesn't for several reason. First there is no such thing as good
bacteria and bad bacteria.  They are all bacteria, and usually whether one
is perceived as good or bad has to do with what they are growing on or in,
rather than the bacteria itself.  For instance, e coli is important in your
intestines, but in a vagina or blood stream is bad.  Same goes for many
other bacteria and fungi.  Yeast makes bread rise, fine wine, and can cause
havoc in one's system if growing in the wrong places.

Colloidal Silver kills all bacteria if the bacteria are not in a solid or
semi-solid matrix.  Thus CS will kill everything on the skin, in the
stomach, and in the blood stream, but will not touch anything in the
intestines (or at least is greatly reduced in effectiveness) unless the
contents of the intestines are liquid, in which case you WANT it to kill
anything in there.
