I would just say, for clarity, that the "input" of the regulator should be connected to the power supply positive and the "ground" of the regulator should be connected to the silver anode of the cell. The selected current control resistor should be from the "ground" terminal to the "output" terminal of the regulator. The drawing on page 22 is a bit confusing, you shouldn't need to use the two capacitors, and the silver cell is in place of "RL" (Resistive Load).

The resistor can be computed as 5V/i, so for a 20 mA current you need to use a resistor of 250 ohms (240 or 270 would probably be close enough). This cannot be used for low currents, like 1 mA since the device itself will shunt about .5 mA for it's own internal operation. But for currents over 10 mA it works great, and is solid as a rock, hardly varying with voltages of between 4 and 40 across it.
