I bought one on ebay several months ago. It's the $299 model made in China which is an inexpensive copy of the original invention which is Australian. You can find the original on the internet for about $2,000; there are many copies. The principle is simple: a low-voltage negative charge is produced in warm water; the negative charge attracts toxines which have a positive charge. These come out of the feet during a 30-minute foot bath. The negative charge is created with an array (several superposed metal plates or a metal coil in a plastic support which is placed in the warm water between the feet). A pinch of low potassium salt is normally added to the water in case the mineral content of the water is too low. Tap water is always used. The arrays are disposable after being used for 30 to 50 foot baths depending on the hardness of the water. They must be cleaned after use with hot water and then soaked in vinegar for at least 10 minutes.

I really like mine. You need to use it twice a week for many months for best results. One 30-minute foot bath won't do it. However, it removes toxic substances from the body, drains lymph, the liver, etc. over time. If you use it regularly, it is necessary to take a good mineral supplement to replace the minerals removed with the toxines. An infrared sauna would probably do the same thing for your whole body--but not for the same price. If you work out regularly and work up a good sweat, you probably wouldn't need this. Just one person's opinion.
