Following up on this, it appears Comcast, in its infinite genius, has a 
robot-responder monitoring their blacklist removal address which scans 
incoming mail for the IP address and does a lookup in their database. 
My request was denied, apparently because they've put us in their 
repeat offender file... There's no further option I can see.

Comcast is not responsive. Comcast users should look for another mail 
service provider.
