The FDA regulates foods and drugs.  Bandages are neither.
The Curad Silver [tm] bandaid uses the aluminum/silver system the Egyptian outfit probably copied. This creates a battery effect with body fluids as the electrolyte that causes silver ions to head out towards the aluminum and get lost in the wound.

There is no debate at all that silver ions kill germs of all sorts. Virtually any scientific reference book written after the 20s mentions the effect. The Merchant Marines and NASA have been using silver ion generators to disinfect water for decades. A few years back, 'Ag-Ion' [tm] released silver ion resin exchange technology to Honeywell and several others to keep humidifier filters germ free. NSA [tm] water filters have used silver ion resin exchange tech since the mid 80s
 The Japanese have used silver impregnated plastics for about 30 years now.

The FDA doesn't have a problem with using silver to kill germs. It has a proof problem that it "treats or cures diseases" which is their definition of "drug". They don't even say it doesn't, just that silver isn't "proven" to. Thousands of anecdotes and hundreds of clinical trials don't meet the FDAs criteria for proof. So long as claims aren't made for cures/treatments of diseases, silver isn't being sold as a drug and the FDA has no say over it.
..a wound is not a disease.  Germs are not a disease.
The weird this is that supplements are classed as foods [nutrients], CS can be sold as a mineral supplement, but there is no RDA for silver or any indication that it's a nutrient of any kind.
 I guess the FDA can say what you can't eat, but can't say what you can.
Worms aren't approved for human consumption, but you can eat all of them you want and maybe even can and sell them as food so long as the canning facility is up to FDA standards and the food doesn't pose a proven disease risk.
 Is poisoning a disease?
 It's not the FDAs job to approve, just disapprove ???
 Good Houskeeping does the approving, right?
